| Summary, etc. | Con fundamento en el desarrollo de nuestra legislación penal, como materialización de la política criminal del estado social de derecho, surgen una series de instituciones como apoyo del gobierno, en cuanto al tratamiento de la población carcelaria en nuestro territorio, la cual debe primar el respeto a la dignidad humana, considerada como garantía constitucional preponderante, pues, es inherente al ser humano y por lo tanto, con independencia de la conducta punible cometida, el estado debe garantizar el respeto de tales derechos, por lo que a través del sistema penitenciario colombiano, se restringe el derecho a la libertad y con tal restricción, no se debe infligir más penas al recluso, por lo que se deben implementar y desarrollar programas en el cual la población carcelaria, aprendan a utilizar el tiempo que pasen dentro de los centros de reclusión, para así adquirir nuevos conocimientos, mejorar su instrucción académica y de esta manera tener una verdadera resocialización e inserción en la vida civil y productiva del sistema económico. |
