Summary, etc. La informalidad laboral constituye uno de los fenómenos sociales y económicos más persistentes en Colombia, afectando a más del 55% de la población ocupada, según cifras del Departamento Administrativo Nacional de Estadística (DANE, 2024). En este contexto, los vendedores informales ambulantes representan un sector visible y vulnerable que ocupa el espacio público como escenario de subsistencia, generando tensiones entre la protección del derecho fundamental al trabajo y el deber constitucional de preservar los bienes colectivos para el uso común. Ante esta problemática, el legislador colombiano expidió la Ley 1988 de 2019, cuyo objetivo central es establecer los lineamientos de la política pública nacional de vendedores informales, promoviendo procesos de formalización y reubicación concertada en armonía con la jurisprudencia de la Corte Constitucional, especialmente en torno a la doctrina de la confianza legítima.
