A lo largo de más de seis décadas de conflicto armado, Colombia ha desarrollado un marco normativo robusto, incluyendo la Constitución de 1991, la Ley de Víctimas y Restitución de Tierras (Ley 1448 de 2011) y el Acuerdo de Paz de 2016. Estos instrumentos han sentado las bases para garantizar los derechos de las víctimas y promover la reconciliación. Sin embargo, su implementación ha enfrentado obstáculos estructurales, como la impunidad, la corrupción y la falta de acceso a la justicia en zonas rurales y marginadas." |
