| Summary, etc. | Hace más de cien años, en desarrollo del artículo 42 del Acto Legislativo 03 de 1910,la Ley 130 de 1913 estableció la jurisdicción contencioso-administrativa como una justicia especializada para controlar a la Administración y, por lo mismo, un garante efectivo de los derechos de las personas. El Consejo de Estado revivió en la Constitución, luego de haber sido inconsultamente suprimido en 1905, con la expedición del también centenario Acto Legislativo del 10 de septiembre de 1914. Este mandato constitucional se materializó con la Ley 60 de1914. Cincuenta años después, el Decreto Extraordinario 528 de 1964 dispuso que la jurisdicción administrativa conociera de los asuntos derivados de decisiones que adoptara la Administración, de operaciones que ejecute y de los hechos que ocurran con ocasión de su accionar, con lo cual asumió de manera definitiva el conocimiento de los procesos de responsabilidad extracontractual del Estado. |
