| Summary, etc. | El presente documento analiza el impacto socioeconómico del Estatuto Temporal de Protección (ETPV) en Colombia y el Régimen Especial de Regularización Migratoria en Argentina, centrándose en los derechos humanos de los migrantes venezolanos durante 2022-2023. Utilizando un enfoque cualitativo y una revisión sistemática de documentos, se evaluaron las políticas migratorias, el acceso a servicios básicos y la calidad de vida de los migrantes. En Colombia, el ETPV ha regularizado a más de 2 millones de venezolanos, facilitando su acceso a salud, educación y trabajo. Sin embargo, persisten desafíos en áreas rurales debido a la falta de infraestructura. En Argentina, el régimen migratorio ha permitido la regularización incluso con documentos vencidos, pero los migrantes enfrentan barreras para homologar títulos y acceder a empleos formales. Respecto al acceso a servicios básicos, Colombia garantiza derechos, pero las limitaciones en zonas rurales afectan la calidad de vida. En Argentina, aunque la ley asegura acceso a servicios, los migrantes enfrentan discriminación y dificultades laborales. En cuanto a la calidad de vida, los migrantes en Colombia mejoran en áreas urbanas, pero enfrentan desafíos emocionales en zonas rurales. En Argentina, reportan mayor satisfacción, aunque persisten problemas laborales. Las conclusiones destacan la necesidad de fortalecer la implementación de estas políticas. En Colombia, se requiere mejorar la infraestructura en áreas rurales. En Argentina, es crucial facilitar la homologación de títulos y promover la inclusión laboral. Además, se recomienda fomentar el emprendimiento, fortalecer redes de apoyo y combatir la discriminación. Este estudio aporta evidencia sobre el impacto de las políticas migratorias, sugiriendo que la inclusión de migrantes puede contribuir al desarrollo económico y social en ambos países. |
