Summary, etc. El presente documento constituye la política de la Procuraduría General de la Nación, máximo órgano de control del Ministerio Público, sobre el desplazamiento forzado en Colombia, con un particular énfasis en el tratamiento preventivo. Este documento de política esta precedido de un estudio realizado en el marco de cooperación y asistencia tecnica celebrado entre la PGN y ACNUR sobre el tema, que comprende todos los aspectos referidos al desplazamiento forzado, incluida una profunda reflexión sobre la articulación existente entre el derecho interno, el derecho internacional humanitario, el derecho de los refugiados, el derecho internacional de los derechos humanos y el derecho penal internacional. Dicho estudio constituye, siguiendo la metodología propia de las políticas públicas, el fundamento de la misma.
