Summary, etc. El propósito de este texto es el de presentar una visión totalizante del tema de la responsabilidad desde su génesis en materia civil, y luego su transmutación en el ámbito del derecho público. Ya que un tratamiento transversal de la materia lleva generalmente al alumno y a los estudiosos del tema de hablar equivocadamente toda-vía de responsabilidad "civil" extracontractual del Estado. Es decir, su fundamento jurídico no se encuentra ya en el Código Civil sino en la Constitución Política, por esa razón se debe utilizar el vocablo en forma correcta: Responsabilidad extracontractual de la administración pública o del Estado.
