Summary, etc. Como bien se sabe, la tematica juridico tributaria es de constante evolucion e implica que surjan diferentes fenomenos que el ordenamiento juridico debe regular o establecer sin que constituyan un desmedro o una afectacion sustancial a los derechos de los contribuyentes, bajo unos presupuestos de justiticia y equidad. Entre estos fenomenos que se erigen, se encuentra el de la constitucionalizacion de la actividad sancionatria de las autoridades administrativas, que se traduce en una axiología vinculante para estas en su facultad de imponer sanciones por las conductas que lesionan los intereses jurídicos que el ordenamiento tributario protege o salvaguarda. A su vez, otro fenomeno juridico tributario expuesto en esta obra es el que corresponde a la interacción continua y permanente de los principios constitucionales y administrativos en las actuaciones tributarias que adelantan las autoridades administrativas, sea la Dirección de Impuestos y Aduanas Nacionales o las Secretarias de Hacienda de las entidades territoriales, y como esta sinergia se toma aun mas intensa cuando se trata de proteger y garantizar los derechos de los contribuyentes.
